Some verbs are used in prepositional phrases with the meaning of 'to' and 'in', as in 'to study' and 'in the house'. Other verbs can be used for a general meaning of 'in' in prepositional phrases such as 'in the house', 'in the car', 'in the office' etc. A general meaning of 'to' can be used in prepositional phrases such as 'to study', 'to work' and 'to sleep' but not in 'to eat' or 'to drink'.
