SPECTRE falls apart though when the only two people working for the organization are Silva and Kinski. The two of them, along with the two members of SPECTRE that we see (M and Bond), are the only ones who know what Stromberg and SPECTRE are really about. Silva and Kinski are two of the worst villains in the history of the Bond series. Silva's stunt double is a better actor than he is, while Kinski is the epitome of camp. They're so bad that even non-Bond fans are laughing at the two of them.
They're both hilarious, but they're also distracting. They're always giggling and trying to one-up each other, or giving each other a hard time. They're the only people in the film that don't feel like they're in on the joke that Bond is playing. The other SPECTRE members feel like they can stop him if they try hard enough. Kinski and Silva, on the other hand, just seem to be in it for the lulz. They're not Bond's equal. They're not even his friends. They're just a couple of garden variety villains who aren't really anything special.
